Burns & McDonnell is working on the biggest overflow control program in the country for the City of Kansas City, Mo., Water Services Department. The $4.5 billion, 25-year program is the result of a federal consent decree settlement with the U.S. Environmental Protection Agency. Our assistance has included combining control plans in seven combined sewer system basins and four major separate sewer systems into an overall long-term control plan, as well as managing technical service contracts, recommending contracting strategies, development and implementation of the program schedule, review of funding strategies and developing processes for management of records and data. The program has been designed for transparency, involvement and incorporation of green infrastructure.

We have worked on other major water and wastewater capital improvement programs across the country, including serving as program manager for the Metropolitan Sewer District of Greater Cincinnati's five-year program to improve sewer systems and treatment plants. Complex funding issues were incorporated into the revised business practices and scheduling tool, as Burns & McDonnell oversaw the program and made recommendations to promote efficient and timely execution of the necessary work.
