Water Pumping Stations

Client: City of O’Fallon, Ill.

Prepared plans, specifications and cost estimates to replace two water-pumping stations on the City of O'Fallon distribution system. The project consisted of replacing the structure and all pumps, motors, controls and ancillary mechanical/electrical equipment on the French Village Pump Station and adding a 1,000-square-foot new pump room and chlorine feed facility and rehabilitating the existing facility on the O'Fallon City Garage Pump Station.

Both projects required analyzing the distribution system using CYBERNET to determine flow conditions entering and leaving the facilities and incorporating the flow information into design of the 6,000 gpm, 200 hp, 480 v. constant speed pumps and motors used at both locations on the distribution system. Included designing and furnishing a backup diesel generator with automatic transfer switch and automatic start system located outside the building on a fenced concrete pad. The motor control center was furnished with soft start starters for the booster pumps.

Auxiliary equipment included surger arrestors and starters for vent fans. The O'Fallon City Garage pump station included installation of chlorine feed equipment to boost the residual chlorine in the system to 0.2 parts per million (ppm).

This supervisory control and data acquisition (SCADA) system consists of a central computer system (master station) with a control panel annuciator, Wonderware screen, programmable logic controllers (PLCs), modem for the SCADA link, instrument power supply with  UPS backup and 14 remote terminal units (RTUs). These RTUs provide monitoring and control of 4 metering points, two pump stations, the sodium hyperchlorite feed system and three water towers. The system also provides control of distributed capacitors for VAR control. The RTUs communicate digitally to various intelligent electronic devices (IEDs) in the distribution system to measure and control tank level, pump pressure and flow, excessive pressure, and chlorine residual utilizing radio telemetry.
