Warren E. Burger Federal Building & U.S. Courthouse

Burns & McDonnell is providing the Leadership in Engineering and Environmental Design-required building commissioning services for an extensive remodel of the Warren E. Burger Federal Building and U.S. Courthouse in St. Paul, Minn.

Our team has collaborated extensively with the building owner, the owner’s construction manager, the design team and the owner’s LEED® consultant to develop a comprehensive commissioning approach for this 270,000-square-foot facility. The project is being completed in multiple phases over a 30-month time frame, requiring proactive involvement by the commissioning team to complete each phase on a strict schedule. Our entire team has collaborated on the design review, commissioning plan development, construction indoor air quality (IAQ) management and startup testing. Functional testing began in fall 2006.

The commissioning plan and subsequent process developed by our team integrates the commissioning requirements of the General Services Administration (GSA) and utilizes the commissioning model established by Portland Energy Conservation Inc. (PECI) and ASHRAE Guideline 0-2005.
