Burns & McDonnell provided owner’s representative services to the Jackson County Sports Complex Authority for the Renovation of the Harry S. Truman Sports Complex in Kansas City, Mo.

The Truman Sports Complex comprises of two stadiums. Arrowhead Stadium is the home of the National Football League (NFL) Kansas City Chiefs, and Kauffman Stadium is the home of the Major League Baseball (MLB) Kansas City Royals. Arrowhead Stadium opened in fall 1972, and Royals Stadium (now Kauffman Stadium) opened in the spring of 1973. The Truman Sports Complex was a revolutionary project, constructed in an age when stadiums were being built as large multiuse venues in other cities across the country. Kansas City constructed dedicated stadiums for each sport.

In 2006, the voters of Jackson County, Mo., passed a sales tax increase to finance a $425 million of the renovation of the complex. In addition, the Kansas City Chiefs and Kansas City Royals extended their leases with the Sports Complex Authority through 2030 and entered into a partnership for the renovation of the stadiums.

Burns & McDonnell assisted the Jackson County Sports Complex Authority with its responsibilities to those partnerships by performing the following activities:

  • Review and approve the design documents to ensure key project elements are included in the project as well as provide a quality control review.
  • Review the construction of the project to ensure that the projects are being constructed according to the approved documents.
  • Approve and track disbursement of funds from the project disbursement accounts.
  • Assist with the administration of the project specific Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) involvement program and the administration of the project-specific Workforce Diversity program.
  • Provide and implement an overall communication strategy for the renovation of sports complex.
  • Facilitate the coordination between the design professionals and contractors for Arrowhead Stadium with their counterparts at Kauffman Stadium.
