Burns & McDonnell is supporting Christian County Generation LLC (a joint venture between managing developer Tenaska and The ERORA Group) in the development of the Taylorville Energy Center (TEC), including front-end engineering design (FEED). Burns & McDonnell initially worked with The ERORA Group and with the initial technology provider, General Electric, on the original FEED package. We have continued to support the project as the technology has shifted to a hybrid integrated gasification combined cycle (IGCC) concept — providing permitting support, project development, optionality design, project conceptual design and cost estimate, and Department of Energy (DOE) support — as the project passed from The ERORA Group to Tenaska as managing developer. The project has received favorable regulatory legislation in Illinois and has received a $2.6 billion federal loan guarantee from the DOE.

This project consists of the design and construction of a 720 MW (600 MW net) hybrid IGCC electric generating facility, the Taylorville Energy Center, located in Christian County, Ill. A local coal mine will serve as a source of fuel for the project.

In 2005-2006, Burns & McDonnell was the project engineer on The ERORA Group’s nominal 600 MW IGCC/chemicals co-production facility in Southern Illinois. Burns & McDonnell was responsible for overall engineering effort to support the project development, FEED design and coordination with technology partners. The facility was based on GE gasification technology. Burns & McDonnell responsibilities included technical assistance, cost estimating and systems design, including preparation of piping and instrument diagrams (P&IDs), one-line diagrams, overall plant layout drawings, process flow diagrams, and technical and commercial specifications.

The FEED package was completed in late 2006. Since completion of the FEED package, Tenaska has assumed the lead developer role on the project, which has shifted from a pure power play IGCC project to a hybrid IGCC design: a coal to SNG facility with a 2x1 natural gas-fired combined cycle with process steam integration from the gasification process. In late 2009/early 2010, Burns & McDonnell worked on and submitted the FEED package to Tenaska as it relates to this newly developed concept, with Kiewit as a subcontracted construction partner.

With the modification of the project objectives, Tenaska has selected Siemens gasification for the hybrid IGCC concept. Burns & McDonnell and Kiewit will be joint venture EPC partners on the project upon project implementation.

The project has received significant funding from the state of Illinois for the initial study efforts and was one of three projects to receive a federal loan guarantee of approximately $2.6 billion as the project moves into the implementation phase. Tenaska in March 2010 submitted its facility cost report to the state of Illinois for review and approval. The project will go through a voting process in Illinois for regulatory approval.
