Substation Conversion Project

Burns & McDonnell provided engineering and project management services for the Year 2004 Substation Conversion Project for Brownsville Public Utility Board. The project consisted of upgrading six substations (Filter Plant Substation, Airport Substation, Midtown Substation, Military Substation, Loma Alta Substation and Price Road Substation) from a 69-kV system to a 138-kV system.

Burns & McDonnell was responsible for substation site development, civil/structural/electrical design, relay setting, and equipment procurement, review and coordination (circuit switcher, circuit breaker, transformer, switchgear, panels, substation materials, steels), and construction and testing. In addition to the substation scope, Burns & McDonnell provided a detailed project schedule to facilitate the ERCOT outage requirement with the consideration of BPUB's load profile to minimize the system risk during the conversion period. Burns & McDonnell also reviewed BPUB's existing transmission system and recommended necessary changes for design criteria and typical design/construction/operation/maintenance practices.

All six substations are within the Brownsville city limits.
