Restation 31st Air Defense Artillery Brigade

As part of the 2005 Base Realignment and Closure (BRAC), the Army is moving the 31st Air Defense Artillery (ADA) Brigade from Fort Bliss, Texas, to Fort Sill, Okla., to support the new “Net Fires Center.” The programmed amount for the move is $148 million. Burns & McDonnell is serving the Tulsa District in multiple roles to successfully execute this large program.

Burns & McDonnell largest role is serving as the “land development engineer.” In this role, Burns & McDonnell is performing all project site development, full design of primary roads and infrastructure to support the 18 new facilities. The new facilities are divided into two geographical areas. In the tactical area, the facilities include one brigade headquarters, two battalion headquarters, three tactical equipment maintenance facilities (TEMF), and three company operations facilities (COF).

The other residential area contains five Unaccompanied Enlisted Persons Housing (UEPH) barracks that will house approximately 90 people each for a total of approximately 450 spaces and a new dining facility adjacent to the barracks area that is of the standard design size for 1,100 people with a seating capacity of 528 persons at a time.

The site planning required the development of primary infrastructure for roads, parking, pedestrian walkways, and utilities and provided site plans to the Centers of Standardization (CoS) design-build contractors for each of the eight construction sites. The primary infrastructure design work included planning and coordinating with the privatized water and wastewater utility company for upgrading their systems to support the facilities domestic and fire protection requirements. These included layout and modeling of new water distribution mains and sanitary sewer mains and relocation of existing mains around new construction.

The electrical distribution system upgrades included modeling the base electrical system to best design the new overhead and underground electrical distribution lines. The primary infrastructure package also includes full site design for upgrading the existing road network, constructing two new plus vehicle parking lots with a total space count of approximately 1,200 spaces, all the new mains for water, sanitary, storm sewer, electrical and communications systems, and a stormwater retention pond to meet all federal and state environmental requirements for stormwater runoff.

Burns & McDonnell is also serving as the A/E integrator for the Tulsa District on this project. That role requires us to coordinate all the elements of the CoS packages so that the entire project is coordinated between the infrastructure design and the CoS SATOC contractors. Primary activities include reviewing of the CoS Task Order/RFPs, establishing project interfaces, permit coordination, utility demarcation coordination, project schedule management and program cost management.
