RFP Preparation for Contract Wastewater Operations

Burns & McDonnell was retained to prepare a Request for Qualifications and Request for Proposals for Contract Wastewater Operations. The city is responsible for a system comprising two wastewater treatment plants, 21 lift stations, an excess flow holding basin and collector sewers. The facilities serve a residential, commercial and industrial base equivalent to 91,000 people. For more than 20 years, the city has contracted out operation of the treatment plants and lift stations. In order to provide for a continued high level of service at competitive rates, the city sought proposals from several contract operators with assistance from Burns & McDonnell.

The scope of work includes identification of apparent prequalified contract operators, preparation of a "Request for Statement of Interest and Qualifications," evaluation of qualifications statements and shortlisting for the RFP, development of a Request for Proposal, evaluation of proposals and identification of the apparent lowest and best bid. Upon completion, the results will be used to select the city's contract operator.
