Operational and Management Audit

Client: Lewes Board of Public Works

Burns & McDonnell prepared an organizational and management assessment of the Lewes, Del., Board of Public Works (BPW), which includes electric, water and wastewater utilities. 

The purpose of the assessment was to determine the overall effectiveness of present practices and procedures and to recommend modifications which would result in more efficient operations and improved services to customers under generally accepted practices for the sound operation of utility systems. 

This review identified areas where the utilities have responded well to existing conditions; identified those areas where inefficiencies exist; and identified long-term needs and progressive strategies to move the utilities from a “reactive” method of operations to one with better planning and execution of efficient and effective utility service. 

The report presenting the audit results included the following sections: Overview and Recommendations, Organization and Management, BPW Charter Review, Policies Handbook, and Other Recommendations, Financial Issues, Operational Analysis, and Consumer Services.
