Memphis Refinery Hydrogen Plant OSBL

Burns & McDonnell was contracted to provide engineer-procure-construct (EPC) services for the Outside Battery Limit (OSBL) scope of work related to the installation of a new hydrogen plant at the Memphis refinery. This work consisted of new construction and modification of existing assets. The scope included ancillary equipment such as instrument air compressors, pressure vessels and feedwater pumps, along with foundations, structural steel, piping, electrical and instrumentation. Most of the equipment and piping was installed using modular design techniques, including a 100-foot pipe rack span over a levee. The project was completed on schedule and under budget.

In order to improve the economics of the Memphis refinery, Valero decided to install a new hydrogen plant to delivery hydrogen to various process units within the refinery. Valero contracted with Burns & McDonnell to provide FEP engineering services, along with EPC delivery of the OSBL scope of work related to the new hydrogen plant. Burns & McDonnell provided the EPC services on a guaranteed maximum price (GMAX) basis.
