I-70 Major Investment Study Traffic Analysis

Burns & McDonnell provided traffic engineering services in support of a Major Investment Study (MIS) along the I-70 corridor extending approximately 25 miles east from Kansas City, Mo.'s central business district. A primary objective of the study was to disseminate information to the public and affected stakeholders as the study proceeded to achieve community consensus supporting the selection and recommendation of a preferred investment strategy. Responsibilities included identifying existing and future transportation characteristics and deficiencies in the I-70 corridor through year 2025, defining alternative investment strategies and developing cost/benefit ratios for the various alternatives.

The traffic engineering services for this project included a multitude of data collection and analysis. The data collection included collecting manual turning movement counts at interchange ramp terminals, I-70 mainline through movements, and 24-hour machine counts on parallel routes adjacent to I-70. This data was compiled and reduced to ascertain daily and peak hour traffic volumes. Traffic data projections were determined based on regional planning models, projected land uses and other factors. The annualized projections were extrapolated to determine future year traffic volumes along both I-70 and the parallel routes.

The data collection program included a comprehensive origin/destination study that entailed license plate capture at seven screenlines throughout the corridor, and a random telephone survey covering the greater Kansas City metropolitan area. Qualitative traffic operations of I-70 during period periods were also ascertained from aerial photographic techniques to determine densities and platoon speeds. The information was used to check and calibrate the capacity analysis and simulation analysis.

Using CORSIM version 4.32 traffic modeling software, Burns & McDonnell performed traffic simulation for various segments on the I-70 network. The modeling was performed for current and future traffic conditions, as well as existing and future roadway geometrics for alternative strategies to address transportation demands in the corridor.
