Highway Noise Project

Location: Central Missouri

Burns & McDonnell was selected to prepare an Environmental Impact Statement (EIS) for a four-lane upgrade of a freeway and bridge and possible relocation.

A large flood occurred just before work began on the project. The high water covered portions of the highway for several weeks and hindered the flow of north-south traffic in that part of Missouri. This necessitated extensive rerouting. The flood also deposited vast amounts of sand within the floodway and created several scour holes. 

Noise issues also were an important part of the EIS. Baseline noise measurements were made along the proposed alignments and future traffic noise was predicted using the Federal Highway Administration (FHWA) STAMINA/OPTIMA noise model. The model predicted no adverse noise impacts.

    Burns & McDonnell conducted an interagency scoping meeting and two public information meetings. The scoping meeting resulted in a decision to prepare an Environmental Impact Statement (EIS) rather than an Environmental Assessment (EA) on the project. The public meetings allowed area residents to express ideas about the project and to identify issues that should be addressed in the EIS.

    A unique aspect of the project was the parallel process being followed between the requirements of the National Environmental Policy Act and Section 404 of the Clean Water Act. As such, the U.S. Army Corps of Engineers participated as a cooperating agency and reviewed all alternatives considered for the project.
