Grass-Roots Refined Product Terminal

Burns & McDonnell provided engineering, procurement and construction for a grass-roots refined products terminal near Austin, Texas. The terminal can handle 28,000 barrels per day (bpd) of light products. The components of this new facility include pipeline receipt, storage, truck loading and auxiliary facilities, including:

  • Two 60,000 bbl unleaded tanks, one 25,000 bbl premium tank, one 20,000 bbl ultra-low sulfur diesel tank, one 25,000 bbl swing tank, one 20,000 bbl ethanol tank and two 2,350 bbl transmix tanks
  • One 10,000 bbl water storage tank for fire fighting
  • Multiple product pumps
  • Dike containment for product storage tanks, pipeline receipt, area and fuel filtration area
  • Pipeline tie-in and receipt stations
  • Truck loading rack with three covered truck loading bays with space for one additional future loading bay
  • One covered service bay for receipt of additives and ethanol with space for one additional future loading bay
  • Fuel additive injection system at each product loading arm, and ethanol blending at each gas loading arm; nine-tank additive system
  • An 8,000-gallon emergency overfill protection tank at truck loading rack
  • Operations and maintenance building, fire pump building, terminal MCC building, pipeline control building and guardhouse
  • Terminal automation infrastructure to control pipeline receipts, storage inventory, truck loading operations and security for an unmanned condition
  • Vapor control systems consisting of a vacuum vapor collection system, vapor recovery unit (VRU), and vapor combustion unit (VCU); includes vapor recovery connections in each bay, vapor collection header, and knock-out drum run to a VCU/VRU combination for emissions control
  • Accuload truck loading control system
  • Paved entrance roadway and improvements to highway approach
  • Perimeter security fencing and site lighting
