Grass-Roots Crude Oil Terminal

Burns & McDonnell provided engineering, procurement and construction services for a grass-roots crude oil terminal. The terminal will receive, store and deliver up to 200,000 barrels per day (bpd).

Construction of early temporary facilities allowed quick startup for 15,000 bpd throughput. These facilities included eight 1,000 bbl API 12F tanks, six truck offloading positions, a nitrogen blanketing system, an H2S monitoring system, and a pump/meter skid of injection into cross-country pipeline.

Also, as part of the early project activities and front-end loading engineering, Burns & McDonnell conducted a what-if analysis and evaluated of site layout options and tank design configurations. In addition, a preliminary design was developed for the future terminal build-out, which will include:

Product Storage

  • Three 100,000 bbl crude oil storage tanks
  • Dike containment for product storage tanks, including remote impoundment containment area
  • Crude oil booster pumps to allow for transfer between tanks or to the pipeline pump station for product delivery

Truck Off-Loading

  • Truck off-loading area with 10 off-loading positions and space for expansion of six positions
  • Measurement capabilities for all crude oil truck receipts
  • Improvements to highway approach, including new turn lanes

Pipeline Receipt and Delivery

  • Pipeline tie-ins for up to seven incoming crude oil receipt lines
  • Pipeline tie-ins for up to two outgoing crude oil delivery lines
  • Pipeline pump station for delivery of crude oil to delivery pipelines at rated pressure and flowrates
  • Custody measurement for all receipt and delivery pipeline connections

Auxiliary Facilities

  • Office building, warehouse, terminal mission control center building and pipeline control buildings
  • Terminal automation infrastructure to control pipeline receipts, pipeline deliveries, storage inventory, truck off-loading operations and security for an unmanned condition
  • Perimeter security fencing and site lighting
