Burns & McDonnell assisted Brazos in development of cost estimates for owner constructed coal- and gas-fired power plants. We reviewed the production cost models prepared by staff and identifying input assumption sensitivities. Burns & McDonnell provided operation cost estimates for the options. In addition, we assisted in review of the bids received from a power supply solicitation.

Burns & McDonnell performed a Generation Study for Brazos Electric Power Cooperative Inc. The purpose of the study was to provide a detailed economic cost analysis to determine Brazos' lowest cost power supply option for the five-year forecast period. Burns & McDonnell developed cost and operative information for future generating units and commented on the effects that proposed power supply plans will have on the operation of existing units. Options evaluated included combustion turbine generation, combined cycle generation and four purchase options. 

The purchase options included two offers from utilities and two from independent power producers. To evaluate the long-term effects of the plans analyzed for the forecast period, the economics of each plan were also projected through the year 2013. Consistent generation additions for the years 1998-2013 were developed and included new base load and combustion turbine units. The results of this study were presented by Burns & McDonnell as testimony for Brazos before the Public Utility Commission of Texas in a Notice of Intent to Apply for a Certificate of Convenience and Necessity for Proposed Generating Facilities.
