The Fleet Logistics Center (FLC) at Point Loma, San Diego, is the fuel hub of the eastern Pacific. Burns & McDonnell designed and provided owner's construction oversight services for this major program. The project included: phased demolition of the existing 54 tank and dual pumphouse facilities; remediation of petroleum impacted soils; and phased construction of eight above-ground fuel storage tanks (combined capacity of 1 million barrels of marine diesel fuel (F-76) and aviation fuel (JP-5)). Fueling operations were maintained at all times during construction. Support facilities included: spill containment and leak monitoring; fire protection; pipeline receipt and dispense facilities; a pumphouse with associated pumps; several miles of receipt, dispense and transfer piping; an operations/controls building; a fuel oil recovery facility; a lube oil storage facility; tanker truck unloading/loading stands; additive injection capability; service to a fueling pier; new power distribution; security camera and access systems; and stormwater drainage improvements. This new facility was designed to meet the operational requirements of the U.S. Navy, Homeland Security, other federal agencies, and partner foreign ships operating on the West Coast for 75 years. This is the first Navy fuel facility to pursue LEED Silver certification.
