Facility-Wide GIS System

Burns & McDonnell has been providing engineering services to the Metropolitan Washington Airports Authority (MWAA) for more than 30 years. MWAA requested Burns & McDonnell provide an enterprise-wide geographic information system (GIS) needs assessment and implementation plan. As part of the ongoing program management contract for Dulles International Airport, Burns & McDonnell organized and incorporated historic and ongoing design and construction drawings into a facility-wide GIS system.

Typical initial design data costs are 3 percent to 5 percent of the overall design and construction costs, so maintaining this information is valuable for long-range facility improvements, maintenance and management. Developing a Spatial Data Standard for Facilities, Infrastructure and Environment (SDSFIE) and Facility Management Standard for Facilities, Infrastructure and Environment (FMSFIE) compliant geo-database for Dulles International Airport was central to this data conservation aapproach. A key phase of this task was to exchange data between CAD-based systems and GIS systems. Converting .dgn and .dwg files into the geodatabase required legacy system understanding and interoperability.

Additionally, Burns & McDonnell was tasked to set up CAD standards that meet AEC/SDSFIE/FMSFIE-based data standards and allow easy import of CAD data directly into the geo-database. FME is used extensively to simplify the conversion process. Industry standardization simplifies interconnection between engineering analysis systems, CAD and GIS. Upon completion of the GIS needs assessment and implementation plan, MWAA will have the tools needed to implement a state-of-the-art data management strategy aimed at maximizing MWAA's use of valued infrastructure and facility information. They will have a method of extracting more revenue from limited resources and the ability to better plan for future needs.
