Burns & McDonnell provided on-site construction management services as the owner’s representative and providing comprehensive Type C services to the New York Air National Guard and the Air National Guard Bureau to support the planning, design, acquisition and construction management of their first design-build project.

Responsibilities for supporting the two-phase acquisition included writing acquisition documents, producing definitive design documents and specifications, preparing technical design documents for the RFP and assisting with selection and evaluation of contractors. Current design-build and construction support activities include acting as the government’s agent for design review, on-site management, construction submittal reviews and other activities to assist with oversight of the design-build contract. The primary facilities include a composite support facility, dining hall and vehicle/AGE maintenance complex.

The composite support facility comprises approximately 28,000 square feet and houses administrative space for wing operations, support group operations, personnel and recruiting, medical training, JAG offices, and miscellaneous administrative functions. Sensitive compartmented information facility (SCIF) constructed areas and vaults were required.

The dining facility is co-located and connected to the composite support facilities by either enclosed walkways or outdoor patios and atriums. The facility comprises approximately 12,200 square feet and includes indoor and outdoor dining area, kitchen, walk-in freezer and refrigerator, kitchen equipment, administrative and employee work and training areas, and other support space.

The vehicle/AGE maintenance complex comprises approximately 24,000 square feet to house maintenance and support functions for base vehicles and AGE, including hardstands, vehicle wash areas and parking sheds. Infrastructure and support for the complex includes fuel storage and dispensing for government vehicles, MOGAS station, utilities, roads and parking, fencing and landscaping.
