Fort Leonard Wood, Mo., is home to the U.S. Department of Army Chemical School, the U.S. Department of Army Military Police School, and the U.S. Department of Army Engineer School. A key element of their vision is to be America’s premier training center for our soldiers while protecting the environment. As a result, Burns & McDonnell has been proud to work side-by-side with Fort Leonard Wood through the years to successfully obtain, implement and continually improve the air permits required to support the training schools.

Ensuring a successful implementation was no easy task. There are nine tapered element oscillating monitors (TEOMs), five meteorological (MET) towers, an ozone monitor, and a sound detection and ranging (SODAR) system that all collect data locally in variety of raw text formats. The data is transmitted near real-time from those remote locations to a centralized server using a combination of land lines and spread spectrum wireless communications. Once the data reaches the centralized server, it is then processed and provided to a variety of end users in a context that is critical to their role in support of training activities.

The Web portal provides users at Range Control with the necessary information so that they can schedule and conduct troop training while maintaining compliance with the air permit. The system also provides integration with an ArcView application allowing Range Control to manage field training activities if PM10 concentration levels exceed 75 µg/m3. In the event that occurs, current MET and SODAR data are combined by the system with modeling data to recommend appropriate adjustments in training activities.

In addition, the system has an elaborate self-diagnostic and notification control center. As the system monitors the data coming into the database and the operational state of all the equipment, it generates alerts that get posted to the portal site and sends out email, cellular text message, and pager notifications to the appropriate responsible people. As a result, technicians can be dispatched by the system to address monitoring equipment, network and communications issues; and Range Control can integrate the information into decisions regarding troop training activities.

The Web portal also provides key information and features for staff running the environmental program. Through various modules, users can manage and report information necessary to meet Missouri Department of Natural Resources (MDNR) permit requirements. The system also tracks MDNR notification deadlines and sends out reminder emails to staff to ensure that deadlines are not missed. Users can also monitor the operational health of the overall system and track the progress of technicians responding to issues that arise.
