Burns & McDonnell provided site identification and evaluation servcies, development assistance, permitting and engineering for the installation of a baseload combined-cycle combustion turbine project in Arizona. The company performed the preliminary engineering design and obtained the permits for this facility. Burns & McDonnell is working closely with the Rural Utility Service, the Arizona Department of Environmental Quality, county permitting agencies, the Arizona Commerce Commission, water permitting agencies and tribal agencies.

Burns & McDonnell's services included application development and coordination for the construction and operating permits required, detailed design and construction management. The primary and alternate project sites were identified in 2007. Burns & McDonnell selected the primary site to comply with the requirements of all permitting.

  • Submittal of Certificate of Environmental Compatibility application to the Arizona Commerce Commission including direct testimony for approval of the project
  • An Environmental Assessment with scoping submittal to the Rural Utility Service
  • ADEQ and county permits including a Prevention of Significant Deterioration air permit, aquifer protection permit, other water permitting, NPDES construction stormwater permit and industrial discharge permit
  • Wetlands permitting, cultural resources surveys and biological surveys, as necessary
  • Other permitting including Federal Aviation Administration notifications and various county, local and tribal permits and approvals

Burns & McDonnell also provided:

  • Conceptual design and scope definition including development of performance estimates, capital cost estimates, operating maintenance cost estimates and a conceptual schedule
  • Evaluation of plant configuration options
