Biomass Co-Firing and Repower Assessments

Location: Southeastern U.S.

Client: Confidential

Completion Date: 2009

Burns & McDonnell completed biomass co-firing and repower assessments for a confidential utility client located in the Southeast.

  • Co-firing technology assessment
  • Repower technology assessment
  • Fuel supply study

Burns & McDonnell’s scope consisted of three major tasks:

  1. Complete a biomass co-firing technology assessment to determine the feasibility of co-firing 5 percent woody biomass at existing pulverized coal facilities.
  2. Complete biomass repower assessments of multiple operating and retired coal-fired power plant sites. The nominal 50-MW repowered facility would include installation of a new boiler and air pollution control equipment and would utilize the existing steam turbine generator and associated equipment.
  3. Complete a biomass characterization and supply study. The biomass fuel study included the identification of expected biomass types, quantities and pricing.

The study was completed to assist the client with defining potential strategies for meeting renewable portfolio requirements. The co-firing and repower assessments included performance estimates, operating cost estimates and expected capital costs. An assessment of environmental impacts was also completed. The environmental review was completed to determine if commissioning of the biomass unit would trigger new source review (NSR), to identify best available control technology (BACT), and to review other potential regulatory requirements such as maximum available control technology (MACT) and site-specific clearances.
