In 2006, Burns & McDonnell performed a route selection study for a new 138-kV line from FPL's Miami Shores substation to Arch Creek Substation by gathering, mapping and analyzing information on land use, growth trends, public project development, transportation and infrastructure development. Engineers and permitting specialists worked in conjunction with local agents as part of the public outreach efforts to gain knowledge of public priorities and boost acceptance of the project, which would run through key commercial and residential thoroughfares.

A key factor in the success of this project was modification of FPL's standard 138-kV structure and placement in the road rights-of-way avoid the need for most private easements. This approach used 2-foot nominal diameter concrete-filled steel poles and placed the insulators on extended arms. Burns & McDonnell procured and managed the aerial, topographic and subsurface utility surveys. Burns & McDonnell staff assembled the permitting packages for two crossings of Interstate 95 and the longitudinal use of 5 miles of Florida Department of Transportation right-of-way. Burns & McDonnell also designed the Dade-Miami Shores 230-kV line modification to allow the new line to cross.
